I was surprised to find the best short summary of the Texas criminal law today on Hidalgo County Criminal District Attorney Rene Guerra's web site. It's an outline, but comprehensive.

Rules for Texas State Courts can be found at the Supreme Court of Texas's rules page. Local rules or internal operating procedures for lower Texas state courts can normally be found on the Texas Courts Online webpage for that court.
